In continuation of my Confidential Despatch of
the 9th. of November, I have the honour to transmit for your in- -formation the enclosed copy of a statement of the Estimated Revenue and Expenditure of the Canton Government for the year 1913, recently published at Canton.
The ordinary revenue and expenditure are made
to balance but many items under the former heading look very doubt- -ful (e.g. supplementary and miscellaneous duties and miscellaneous subscriptions) while in others the estimate is considered very optimistic.
No mention is made of the liabilities re-
-presented by the large issue of unsecured notes. The estimates
do not seem to be taken seriously by the Chinese who appear to
place no reliance upon them.
